7 of the 10 certificates reference the United States Land Act of 1820, enacted on April 24, 1820. The Land Act ended the ability to purchase the United States' public domain lands on a credit or installment system over four years, as previously established. All of these certificates were issued to Eben Pierce for land in Menasha, Wisconsin.

3 of the 10 certificates reference a March 3, 1855 act of Congress that provided for grants of bounty lands to men who had served in any wars the country had been engaged in since 1790. They were entitled to a certificate of warrant for 160 acres of land so long as they had not deserted or been dishonorably discharged. The widow and/or minor child or children were entitled to receive a certificate or warrant that the deceased person who have been entitled to receive. Certificates or warrants could be assigned or transferred. 2 of these certificates were transferred from their original owners to Eben Pierce for land in Menasha, Wisconsin, while 1 certificate is issued to Alexander Matter, also for land in Menasha.
